Signs of animal abuse may vary depending on the situation. Witnessing someone beating, hurting, or harming an animal is an obvious telltale sign. Seeing a pet left in a hot car during the summer or chained up outside may be more signs. Or noticing if the animal’s coat is full of fleas and ticks or bones protruding from the body, which indicates neglect.
However, these are not the only signs. A fearful animal, one that seems to shrink away from people and situations, is powerful evidence of abuse. Be aware of owner behavior as well. Indications of possible abuse include if an owner seems aggressive or indifferent to an animal’s welfare. Watch how families react around each other since cruel owners may use pets as leverage against victims. Does the owner or family have pets for a very short time and then introduce a new pet? These are all signs of possible abuse and neglect.
If you witness any evidence of mistreatment, please contact your local animal control facility or humane organization immediately. The officers help maintain the quality of life for animals and are backed by municipal, state, and federal statutes.

If possible, document the evidence for the officers and be willing to speak up in court should testimony be necessary. Take photographs, write down date/times, and remember that documentation may be used in a court of law. Neglectful and cruel owners may receive a felony charge if convicted.
Additionally, psychological research indicates a connection between animal and human abuse, so speaking up may save more than an animal’s life. The Animal Law and Legal Center notes 30 states that include animals under temporary protection orders.

Many times when calling in a complaint to Animal Control the Officer may not know what they can do especially if they were hired to just pick up stray dogs. Quoting the law and having a reference ready that they can use to press charges may help speed up the process in saving that animals life.
Kentuckys animal welfare laws are a little confusing and need to be cleaned up in order to be the most effective in our communities.
Make sure you have proof of your claim and you have an address. You can report it anonymously, but you will need viable information to give them so they can best help the animal.
New Legislation Would Strengthen Animal Protection Laws In Kentucky
Make sure it is an animal welfare call. An example of a call that would NOT be an animal control call is if you have a raccoon in your house or if your sister won't give you your dog back.
Most Animal Control Agencies have bankers hours. If you find a stray after hours you may want to hold the animal in a safe place till morning. If it is an emergency you may be able to contact your police or sheriffs office to assist in the situation.
If you find yourself in a situation where you feel the animal is not getting the protection it lawfully deserves form your animal control officer or if you have a complaint against the your animal control officer you would need to contact the following people:

With the exception of Chief of Police, these are all elected officials. If these individuals are unwilling to protect the animals in your community, you may want to remind the voters in your community of that when election time rolls around.
The state police are a great option when you are not getting local support. Make sure you have taken all the steps necessary to get local support and make sure you have proof of your claims. Keep that diary of events and make sure you are taking a lot of pictures. Remember our justice system requires us to provide proof of our claims.
When all else fails and no one will help you resolve the issue you can contact your State Representative and your State Senator. While they do NOT have the authority to help the animal, they need to know WHAT is happening in their district so that hey can do something to change the laws so that when an animal is being abused or neglected it is EASIER to get them help.We too often focus on the species of the victim. We should instead focus on the abusive nature of the perpetrator. When we fail to act upon seeing a neglected or abused dog outside of a house and say, “It is just a dog” then we may be missing an opportunity to save not only that dog, but the children or senior citizen being neglected or abused inside of the house.
New Bill In Kentucky Would Make Pet Owners Pay In Animal Cruelty Cases
The link between animal abuse and violence against humans, particularly interpersonal violence has been proven over the past thirty-five years through innumerable studies. In 2018, the FBI Behavioral Analysis Unit published a study which found three main contentions: Children who abuse animals were more likely to become violent toward humans; adults who abuse animals were more likely to commit interpersonal violence, and animal cruelty in the home typically indicates there is concurrent interpersonal violence (Hoffer, et. al. 2018). Why? Because lack of empathy is closely linked to all forms of abuse as is power, control and preying on the vulnerable.
Also, in 2018, the FBI, the Department of Homeland Security and the National Counterterrorism Center issued a joint Toolbox for First Responders recognizing the link between animal abuse and violence against humans and urging everyone including first responders, animal control, animal shelters, social services, and veterinarians to report animal abuse. These Federal agencies contend that together we can act as a force multiplier to help reduce violence. Further, the Federal Drug Administration Commissioner issued a statement in August 2018 urging veterinarians to develop safety plans in regard to the opioid crisis (Gottlieb). There have been instances of burglaries to gain opioids and intentional injuring of animals as well. All safety plans include calling the police as part of the procedures.
However, despite four Federal agencies urging veterinarians to report animal abuse, Kentucky is saying no. Kentucky is the only state in the US that prohibits veterinarians from reporting animal abuse even though they are the most qualified to recognize abuse. And in doing so, Kentucky is closing an avenue of discovering abuse against the most vulnerable members of our society, domestic violence, child and elder abuse victims.
